Motivation and Background

I was wondering why there was some text without a section title right below the "Start date" table at the top of the Draft new WoT WG Charter, and found the following:

• For the current WoT WG Charter, we had the "1. Introduction" section.
• The latest Charter template has the "1. Motivation and Background" section.
• Other Charters have a bit different styles. For example, the DID WG Charter doesn't have the "1. Introduction" section or "1. Motivation" section, but has detailed description on their mission above the "Start date" table.

So I think we should use either of the above three examples rather than putting text without a section title below the table.

I think that doing second option is the easiest at the moment. However, in the long run I think we can go for what the DID WG Charter does. Currently, the abstract and the background section have overlapping text.
