Define deliverables for WoT Architecture and WoT Thing Description

The charter is currently missing deliverables for WoT Architecture and WoT Thing Description.

In defining these, the big question of whether WoT Architecture 2.0 should be normative or informative will also need to be addressed.

@benfrancis thanks for the issue. There are issues tracking this in a way but this makes it more clear. I am waiting for the three discussions to settle before doing the concrete PRs:

• TD: TD and TM restructuring #33
• Arch: Architecture Restructuring #16
• TD (whether it contains binding and profile mechanisms or not): Moving the core binding document into the TD #62

As Ege points out, we already have issues for both of these, and also for Binding Templates.
