Refactor Discovery API #17

Based on #16 (stop a discovery), and earlier issues in the WoT IG,
w3c/wot#233 (discover Things from the same Runtime).

Changes requested:

Use cancelable Promises or Observables as return type
Use scope for discovery (local, directory, global)
Define an algorithm on how to "stop" open ended protocol requests for discovery (e.g. broadcasts).
