During the APA call we discussed the fact that documentation may be used in different contexts, e.g. developer vs. end-user. In profiles, we discussed the fact that lots of docs may not be appropriate for small devices self-reporting capabilities (eg Smart Objects) and that maybe we should put docs only in TMs in this case and link to them from TDs. The idea of adding progressive disclosure into Directories was also brought up. Finally there is the issue of language selection.
There are a lot of overlapping and related issues around documentation so I propose writing them up as a horizontal "documentation" use case and then relating them to other use cases (such as accessibility, developer support, home automation, etc).
