i wrote a draft guide on this a few months ago in the Substrate Developer Hub but it only focuses on the "public" process of proposing a referendum (not the "council" process) https://dash.readme.io/project/substrate/v1.0.0/docs/governance-public-mechanism-with-a-substrate-node-chain.

We've written Rust documentation for the Council SRML PR and Democracy SRML PR that discusses this
