Adding other Foreign Language Communities to the Polkadot Wiki

We have a nice Chinese page but are starting to add other foreign language communities as well. I was thinking of one other page where we put all the others until there is enough channels to create their own page.

An example is our new Japanese Telegram Group - https://t.me/PolkadotJP - Telegram Group

We expect to have a few more of these in the next few weeks

One thought could be a hamburger menu item for "Community" or "Languages" that leads to a dropdown menu linking out to all our international community as it grows with instructions on the http://wiki.polkadot.network/en/latest/contributing/ page.
