config reload

just thought it would be nice to have dircproxy re-read the config without
disconnecting.  this could be done with signals (difficult) or with a
/dircproxy command (easier).

..and thanks for maintaining this product. I''ve been using it four a
couple years now, and was sorely missing after upgrading to FC4 (before
finding the patch).  I''m not a c programmer, so there''s not much I can
contribute development wise, but I''d be willing to help out otherwise.
