PageChooserPanel - Excluding page types

PageChooserPanel has a 'page_type' parameter that let you select only pages of those types. It would be nice if PageChooserPanel had a 'not_page_type' parameter too, to exclude some page types when you just need accept many but exclude few.

The best would be a road to solution for #1250

FYI we’re considering this as part of the page editor 2022 project – at this stage we’ll review the UX/design implications, and see whether we can make this work better with our new designs.
