请问作者可以放出或添加那些生僻姓氏或者生僻名字的数据吗

姓氏是有的，Chinese_Family_Name表里TF值为5（即该姓氏总人数少于5万人）的都是生僻姓氏。

至于生僻字人名，鉴于隐私原因，就不放了。
