QICore is the set of profiles that model how patient information is represented within a clinical quality context.

CDS-on-FHIR is the set of profiles that model how quality operations are performed and represented. So you could use CDS-on-FHIR profiles to perform quality operations independent of whether or not you used QICore profiles to represent the patient information involved in those operations.
