AI fails to build Lumber mill #14

Other buildings seem to work fine.

Additional Information:
Created a map where AI player already has a Lumbermill...

Confirmed that AI recognizes/utilizes lumbermill, evidence:

  1. AiWait(AiLumberMill()) doesn't hold up execution
  2. Lumber is properly used by peons
  3. Able to build AiShooter() units

However,

AiNeed(AiHarbor()) is ignored.

So, there is either a second bug: AI fails to build Harbor
Or, original reported bug affects building Harbor as well

bug with Lumbermill fixed (rev. 8540)
it doesn't solve bug with "ship building".
Investigating.
