We really need a mobile version of the site. I'd love to pattern it on the iOS app, which does this beautifully.

It shouldn't be terribly hard to do this with jquery mobile. It also might not be too terribly hard to just create a simple theme.

I think a code rewrite just focusing on the Html/css would do.

Primary objective here is to made the site usable on handheld devices, with texts and forms sized appropriately to the device's screen size.

This can be achieved on pure markup language, with the help of some front-end framework (bootstrap, uikit etc.)

Agreed... But the html is generated by a Drupal app/theme, so doing a
responsive Drupal theme is probably the ticket.

Agreed - You might want one of the three mobile apps as well, http://warmshowers.org/mobile. And after the initial message (which all three will do) normally things use your regular email client.
