According to raspberrypi/userland#144 a new MMAL parameter is going to be landing soon for SEI support (what's that?) in video encoding. We should add support for it to picamera for the next release.

From the comments on the linked ticket it seems this may or may not work. Add an encoder parameter to support it for now but monitor the ticket to see whether it gets reported non-working
