Management view UI improvements

Hi team, some improvements:

• Detected bug: change a rule ID from the editor, then press "close", the view is broken because the ID changed.

• Add a pencil icon in Files > Rules/Decoders >"Actions":

So the user can edit a file just clicking in the pencil icon.

• Change current descriptions:

Those descriptions are outdated, now you can manage the content, so the word check is not the very best word for those descriptions.

• Redesign configuration view (New design for Management > Configuration, Agent > Configuration #1289):

The above screenshot shows an example of where to go with this redesign. Each row is clickable and it opens the section. The "Edit configuration" header must be always on top of the view.
