Unify restart operation on agents

After the rework done on Active Response, a new binary in charge of restarting agents was implemented. However, we've realized that the old restart.sh script is still being supplied and used by the agents.

The purpose of this issue is to unify the restart behavior across all of Wazuh's operations, removing the need for the restart.sh script, as well as adapting the new binary to attempt the restart through systemctl or service prior to calling wazuh-control in the same way the script does.
