Add this to persistentprerun for the time being? It's sad, but maybe will be better for users to begin with, other than having to figure that out after some time of failing b/c of permissions.

Added to PPR for now in 6adbfa2, roadblocks:

  • Daemon (ignite-containerd) which will call mount instead
  • Offload loop device and devicemapper setup to daemon
