Feature Request: Reminder to log time

Hi,
if you've ever used Toggl for example, it will give a small pop-up reminding one to log time if one isn't tracking anything. It would be useful for when one forgets to start an issue's time tracking.

additional to this request is following:
when time tracking is launched ask sometimes (lets say every 5 min or configurable value) if i do still work on the same issue

reason for it:
we all at least once started to track time to one issue, finished, solved alot of others and in the end of day all time is tracked to first and we do not remember how many on every task of the day was spent.
