BLOCKED: Currently blocked until approach on pagination / sorting / search is resolved (fyi @johnathonroach )

In #1363, split tables for )directly uploaded files_ vs. files uploaded via the pinning API were added. However, the current visual design of the tabs uses simple headings that change color when selected.

An updated design below shows a more manilla folder style tab design. This should be more intuitive, since it's is a really established UI pattern.
