[4.x] Enable plugins to register builder for new transaction types

Expected behavior

Plugin developers should be able to register new transaction types and builder code for it.

Actual behavior

Plugin developers are unable to register new transaction types to TransactionFactory

Suggested solution

. expose method that allows registering new transaction types and their respective implementation

• add support and guides on how to augment transaction interfaces across the web3.js to support new transaction type
• create plugin that adds support for blob transaction, you can find implementation: https://github.com/ethereumjs/ethereumjs-monorepo/blob/master/packages/tx/src/eip4844Transaction.ts
