[Feature] Migrate hint-no-broken-links and hint-html-checker to use fetchContent

What do you want to be added?

Currently both of these hints use the requester package which means they won't work in the browser extension. Migrating these to the fetchContent method on the context will allow them to function in more connectors, specifically in the browser extension.

This may require enhancing fetchContent to take additional options, such as the method to use for the request.
