Do we still need index page for developer guide and user guide? now we have the dropdown menu in navbar.

Yes, if js doesn't load users need to get somewhere. Also we have the links in the middle that should take to it :)

@qzhou1607, @alrra I think the content of this pages should come from the sonar repo and maybe use a special template here. Maybe we could use a readme.md or index.md to identify it.
