Is there a specific reason behind having translation files not in UTF-8?

I was working on a Spanish translation, and converted the files to UTF-8 since the current translations are displayed with a lot of invalid symbols (on notifications, Webmin, Usermin, Virtualmin) even when using ES.UTF-8
