The OSP controller or receiver may wish to temporarily suspend network activity to save power (ref non-functional requirement 3). When the device wishes to resume use of OSP, it should be possible to re-use existing discovery state and not start from scratch.

The spec should define these operations for each supported discovery type, initially mDNS.
