Website v3.1: Migrate Webflow site to React Open Source Website

Context:
Current website needs to be migrated off Webflow. It should be a React site that folks can make pull-requests and/or open issues with. It should also be decentralized and hosted in a manner that supports Ethereum development (IPFS).

Issues:

• Create React components for existing website modules and designs
• Update copy used on existing website
• Include new routes for external destinations
  • Add Guidebook route
  • Add Discord invite route
  • Add Contributor application route
  • Add Wiki route
  • Add Discourse/ forum route
• Deploy on fleek/ IPFS
  • Pipeline from Github repo
• Create eth.link for decentralized ENS hosting
  • wgmicommunity.eth.link
