Confusion between the visual effect and the dropEffect attribute in drag-n-drop events in spec #10323

What is the issue with the HTML Standard?

In the spec(HTML Standard (whatwg.org)), the dropEffect in the table should refer to visual effect, and not the attribute.
For example, a web author might set dropEffect to “move” but the visual effect should still be none in case of drag/dragstart event.
