scroll-start is an emerging css specification that aims to set the default position of a scroller.

For it to work correctly with fieldsets it should be inherited by fieldset's anonymous content box

scroll-start is still in very early stages so I guess changes would not be made to the html spec right away but I'm filing this to track the issue as I think it will surface eventually.
