Both links you reference are not maintained in this repository, or even affiliated with this standards organization. So this is not a good place to file issues about them.

The 404 page suggested I should report it here..

It appears that some external site is redirecting their URLs to our spec's URL, and thus you're getting our 404 page. But there's nothing we can do about that external site.
