http proxy for apt

The docker image needs to be configurable to use an http proxy (for apt and pypi installations). I think this means setting ENV http_proxy http://foo:8000/ in the Dockerfile, and if correct would mean people need to build their own image rather than having an image distributed. Similarly, the archive mirror to use needs to be specified.
