better discord welcome bot

I think https://discordapp.com/invite/FTZajCB does a great job introducing new users to their discord. We should do the same... instead of filtering by country though, it'd be more like interests... backend, frontend, new client, etc. We can probably use the same bot they are using, just needs to be configured and setup. I can give discord admin rights to someone for this.
