Add infinity/off option for "Enconomy Options" wares. #2037

Needs to be fixed before the next release.
Milestone
Add the option to ignore economy needs when building is producing wares. It could be a just a simple case of allowing and making zero in the economy options for a selected ware the equivalent of off/infinity.
This is mainly for things like mines where if you have excess food you might as well dig something rather than your food production also shutting off.
