Have you ensured the the iControlPad is in SSP mode (page 6):
http://www.icontrolpad.com/downloads/icp_manual3.pdf

Hold the Y button down when the iControlPad is turned off, and then press and
hold the Start button to power on the iControlPad.

If it still does not work, can you send me a logcat message (while attempting
to connect):

I had this same problem with my iCP. I tried many different methods to get
this to work again. What I think worked in the end was doing the full reset -
hold a,b,x,y while pressing start from off. Then making it go to another mode,
in my case HID Gamepad - hold x,y while pressing start from boot. Finally,
bring it back to SPP mode - hold y while pressing start from boot. Key
sequences are in the iCP manual.

I could tell that it wasn't getting into SPP mode because I could pair AND
connect on my 3.1 Xoom. One of the characteristics of SPP mode is only being
able to pair.

Good luck and keep trying. I think it's an iCP problem not Bluez.

Did you get it working?
I finally got around to looking at the log, and it seems to actually connect
sometimes, but other times not.

Can you connect with your PC ? Can you connect with another Android app that
supports iControlPad? (i.e.:

Ok, if it does not connect to anything, I think your iControlPad may be
defective?
