Implementing translate wiki for translating the dashboard(localization and internalization)

The translatewiki.net system is based on translation files. Use of key-based file formats is preferred, like JSON.

This codebase has a translation.json file where the translation object for Spanish and English translation can be found. We would want as many language translations as possible but for now, we need the translation of the dashboard in the Ghanaian Language, Twi.
