Add some of 137a's template ideas

Here's the ones that received support from additional people:

User warning templates

• {{Uw-pronouns1}}, {{Uw-pronouns2}}, {{Uw-pronouns3}}
• {{Uw-whitewashing}}
• {{Uw-uaa}}. And make admin only if there's an option for this.
• {{Uw-unreliable}} - Seems familiar. Is this or a similar template already included in Twinkle?
• {{Uw-circular}}

Blocking templates

• {{Uw-sockblocknotalk}} - Does Uw-sockblock have a notalk parameter? That might be better than a separate template

Should also check a couple more things when writing this patch:

• That the templates don't already exist in Twinkle (found one)
• That these are actually user warning templates, and not block templates (found two). If they're block templates, consider whether they're worth adding to the block module, or if they should be skipped.
