@sohelhussain. First get a development version of Twinkle working, by following the directions at https://github.com/wikimedia-gadgets/twinkle/blob/master/CONTRIBUTING.md#testing-your-code

Then edit the code at modules/twinklewarn.js to include this template. It is a level 1 template. I think it should go in the section "Behavior in articles", which starts at line 295. Please place it in the correct spot alphabetically.

Test your patch by warning a user on testwiki, make sure it works.
