When tagging a page for G5 and specifying an account, Twinkle should warn if the specified account was blocked after the page being tagged was created, since G5 is likely to not apply in those cases.

I've seen two cases in just the last few days (https://en.wikipedia.org/wiki/Draft:Glynn_Ray_Simmons, https://en.wikipedia.org/wiki/User_talk:UtherSRG#Mass_G5_deletions) of someone misinterpreting G5 in this way, so hopefully enforcing it in the software would stop this from recurring.
