Deep focusing in Bridge <> WRB interaction model, and first approaching to possible Prosecutor <> WRB interface.

Scope:

Review query state-machine, and rest of implementations already done, on the WRBv2 contract
Just read-only methods in the WitnetBlocks contract that are required for the WRBv2 <> Reporter interactions
Excluding unitary tests by now
Excluding implementation of fast-forwarding in the WitnetBlocks contract

DoD:

PR merged into new branch 0.8.x
