How to solve the problem of tr height change caused by table cross page

Due to business requirements, the table needs to be spread across pages when printing, but this will cause individual tr heights to change.
What causes this? How can we solve this problem?

There have been many reports of random table rows getting some extra vertical space, but I don't think that anything consistent has been found for either the cause or a workaround. The only thing I can suggest is that you double-check row "4" for some unseen trailing spaces (or other unprintable characters) in one or more of the cells. If you can't find anything, I have no idea where to look next.
