Use pip compat layer

https://github.com/di/pip-api and https://github.com/sarugaku/pip-shims could be used to handle the problem of pip always breaking its "internal" apis. They are updated whenever something breaks, so pip2pi doesnt need to be updated each time, and they have other projects depending on them so are fixed rather quickly.
