0.9.8 datakit盘后工作处理日线数据时间戳错误问题 #135

版本：wtpy 0.9.8
接口数据: ctp
问题: datakit每日盘后工作，将rt数据更新到his的dsb中时，用dthelper.read_dsb_bar的时候发现更新的日线数据bartime出错，具体如下图（图中数据为2023年12月20日rb2405数据）

同时校验5m，1m数据正常，并且正确
