Paypal button wrongly placed on single product page in block themes

Describe the bug

The Paypal button is displaying above the product instead of below the quantity selector.

To reproduce

Steps to reproduce the behavior:

1. Set up PayPal and use a blocks theme
2. Observe that the button is showing above the product instead of below the quantity selector on a single product page

Expected behavior

The PayPal button should render below the product short description and quantity selector, similar to a classic theme.
