This issue surfaced as part of our audit of the current state of using WooCommerce Blocks as Block Widgets in the new Widgets Editor and Customizer (pca54o-1pT-p2).

It was previously decided that the All Products block, as well as the Filter blocks, shouldn’t show up as an option for block widgets. It was then hidden for the widget editor in PR #3737. Unfortunately, this fix doesn’t work for the Customizer where the blocks are still selectable. We’ll have to exclude them here too.

A related Gutenberg issue with a request to Provide an API to prevent certain blocks being shown in Widget Areas has already been logged here WordPress/gutenberg#28517.

Note: Excluding these blocks should be seen as a temporary measure. Ultimately we'd like users to be able to use these blocks instead of the related widgets. For this, we'll have to see if we can resolve the UX issues that lead to the decision to exclude these blocks. We'll track this effort in a separate issue that'll be linked below.
