Purchase task missing from task list experiments

Prerequisites

• I have carried out troubleshooting steps and I believe I have found a bug.
• I have searched for similar bugs in both open and closed issues and cannot find a duplicate.

Describe the bug

The recent task list experiments, known as woocommerce_tasklist_setup_experiment_1_* and woocommerce_tasklist_setup_experiment_2_* are missing the purchase task when they're enabled.

When selecting a paid theme during the OBW, such as Blooms, this task should appear in the list as shown here in the original task list, reading "Add Blooms to my Store." :

But as seen here it doesn't appear when the experiments are enabled:

Expected behavior

The purchase task should appear in the experiments task list(s) when enabled.

Actual behavior

The purchase task doesn't appear at all.

Steps to reproduce

1. Start a new branch.
2. Proceed through OBW, and select the paid theme "Blooms" on the final step.
3. Be sure to opt into Marketing^
4. When brought to the Homescreen, notice that the "Add Blooms to my store" task appears.
5. Install WCAdmin Test Helper plugin, and use it to enable woocommerce_tasklist_setup_experiment_1_*
6. Refresh the Homescreen.
7. Notice that the UI has changed and the purchase task no longer appears.

Isolating the problem

• I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• This bug happens with a default WordPress theme active, or Storefront.
• I can reproduce this bug consistently using the steps above.
