I have carried out troubleshooting steps and I believe I have found a bug.
I have searched for similar bugs in both open and closed issues and cannot find a duplicate.
Describe the bug
Line break is not working in the text area for Customer provided note: field in the Shipping section of the Edit order page while adding/updating manually.
When the customers are filling out the Order notes (optional) field from the front end during Checkout, line break is working as expected.
It is not working if updated/added manually from the backend. If you add an order manually from the WP Admin > WooCommerce > Orders page, the same issue is happening as well.
Expected behavior
Texts should appear in different line when Line Break is used as shown in this screenshot: https://d.pr/i/tr8Ume
Actual behavior
Different lines of texts are showing in a single line as shown in this screenshot: https://d.pr/i/jfyIPc
Steps to reproduce
Navigate to WP Admin > WooCommerce > Orders page
Click on any Order to view the Edit order page.
On the Order details > Shipping section, click on the pencil icon to view the edit mode.
Add multiple line of texts in the Customer provided note: field and click on the Update button on the top right side.
You will see that Line Break is not working and different line of texts are showing as a single line text.
I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
This bug happens with a default WordPress theme active, or Storefront.
I can reproduce this bug consistently using the steps above.
