United Kingdom missing from Europe Zone Regions

Prerequisites

• I have carried out troubleshooting steps and I believe I have found a bug.
• I have searched for similar bugs in both open and closed issues and cannot find a duplicate.

Describe the bug

In Shipping -> Shipping Zones there is no United Kingdom in Europe in v 8.6.1 where it was in previous versions so the store returns: "Unfortunately we do not deliver to to the GB. Please enter an alternative delivery address"

Expected behavior

Typing "United K" into the filter should bring up United Kingdom in Europe.

Actual behavior

United Kingdom is not found, nor is Great Britain or England so the country no longer exists on WooCommerce so nobody can order with version 8.6.1 it seems.

Steps to reproduce

1. Go to WooCommerce
2. Go to Settings
3. Go to Shipping
4. Go to Shipping Zones
5. Click Add Zone or Edit an existing zone
6. Enter United Kingdom in the Zone regions box

Isolating the problem

• I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• This bug happens with a default WordPress theme active, or Storefront.
• I can reproduce this bug consistently using the steps above.

Okay, a bit of digging revealed the problem with two woocommerce entries in the wp_options table. I found this by creating a dummy site and loading all the plugins that were on the live site and importing the products.

The dummy site had no values in woocommerce_specific_allowed_countries and woocommerce_specific_ship_to_countries but on the live site woocommerce_specific_allowed_countries had 249 entries with GB being entry 233 and woocommerce_specific_ship_to_countries only had 248 entries and US was entry 233 with no GB entry.

I don't know what manipulates these table entries, but by inserting GB and renumbering seems to have resolved the issue. Perhaps the solution is preventing these two from going out of sync, as it is not immediately obvious to the user where the problem is.
