Local Pickup does not honor billing address tax state #5297

Using Canada taxes (I have a tax table, hit me up on Skype) , Canada British Columbia as base location

Make sure local pickup is active with no zip codes etc.

try any Canadian Address for billing and use Local Pickup as shipping method, taxes will always use British Columbia

Basically, Local Pickup is using the base location instead of the tax setting for calculating the taxes
