Signup: Provide option to finish signup without access to email

The current signup flow uses a magic link to complete signup. Without access to email (e.g. if you don't have email set up on your device, or for some reason the magic link email isn't delivered promptly) this point in the flow is a dead end:

Currently only about 77% of users who are sent the magic link actually use it. We should provide an option for those other 23% of users to finish the signup rather than get stuck on this step.

I found that the magic link does not work if I open it using Gmail. Clicking on it would launch the Google Chrome app but nothing happens.

@shiki I couldn't reproduce that issue (the dialog still appears to redirect me to the app) but if it's happening in some cases it definitely would be good to have an alternative available.
