[Site creation] Consider scheduling a local push notification if & when a user abandons the enhanced site creation flow #10684

If a user abandons the enhanced site creation flow (whether due to service error(s) or manual cancellation), consider scheduling a local push notification encouraging the user to resume that flow.

Considerations:

  • We need to honor a user's elected privacy with regard to whether or not push notifications are enabled. A brand new user may not have visited the Notifications tab to view the prompt just yet.
  • If we serialize the state of a pending site creation request at the time of abandonment, we could enable the user to resume this flow from where they left off.

This is not intended to be part of the v1 scope; I'm just capturing it here for posterity.
