Media: Pull to refresh Media section should sync app with remotely uploaded media #10814

Expected behavior

I expect that if I pull to refresh the screen in My Sites > Media, it will sync my media library in the app with any remotely uploaded media.

Actual behavior

When I upload media to my media library remotely (e.g. via the web), and then pull to refresh the screen in My Sites > Media, the media I uploaded remotely does not appear in the app.

I can find that remotely uploaded media via the post editor media picker, but the only way I can find to force the Media section to sync is to go back to the site picker and pull to refresh there. Then I can go back to the Media section and see the new media synced there.

Steps to reproduce the behavior

  1. Go to My Sites > Media in the app to view a site's media library.
  2. Upload an image to that site's media library on the web.
  3. In the app, pull to refresh the Media screen. Note that the remotely uploaded image doesn't appear.
  4. Go back to the site picker in the app.
  5. Pull to refresh the site picker screen.
  6. Select the site and open Media again. Result: The remotely uploaded image now appears.

The user of #2688290-zen has added screenshots and a the app log for the most recent time this issue repeated for them
