Snackbar covering important UI elements

Expected behavior

Snackbar should appear aligned above the toolbar in the editor and not appear on top of important UI elements. z-index should be the same as the view the snackbar is attached to.

Actual behavior

Snackbars are not aligned above the toolbar in the editor and appear on top.

Steps to reproduce the behavior

Bug is seen in various parts of the app.

Within the editor:

1. Upload an image with GB enabled
2. Turn device to airplane mode
3. Notice alignment and z-index of snackbar

Tested on iPhone XS Max, iOS [12.3.1], WPiOS [12.8]
