Captions disconnected from Photo

Expected behavior

I expected when adding a caption to a photo, that it would stay linked to the photo.

Actual behavior

When hitting return after adding a caption (which could be normal behavior to keep typing a blog post) the caption is disconnected from the photo and becomes regular type, which is styled differently and/or easy to delete.

iPad, iOS 13.1, WPiOS 13.2, NOT using block editor

Tested and confirmed that tapping enter after adding a caption to an image in the Aztec editor results in the cursor landing between the image and the caption when it should appear below the caption. (20s)
